The Soros Economic Development Fund (SEDF) is part of the Open Society Foundations, created by philanthropist George Soros. Its primary mission is to stimulate economic growth and promote socioeconomic development in underdeveloped and transitioning economies. By leveraging private sector approaches, the fund aims to create sustainable businesses and foster long-term economic infrastructure in the regions it supports.

The SEDF operates by making investments that blend financial returns with social impact. These investments often include equity stakes, loans, and guarantees to support companies and organizations that can have significant positive social outcomes. SEDF funds a wide array of sectors, including agriculture, small and medium-sized enterprises (SMEs), financial services, and health.

Investing in underdeveloped countries, such as Haiti, poses a series of dilemmas for the fund. Haiti's economic instability, political turmoil, and susceptibility to natural disasters create a high-risk environment for investment. These challenges can undermine the effectiveness and sustainability of the initiatives the SEDF might support. Moreover, the social and economic impact intended by the investments may be difficult to achieve in such a volatile context. Another critical dilemma is balancing financial returns with the aim of fostering substantial social progress, which requires astute risk management and often, an acceptance of lower immediate financial returns in favor of long-term developmental gains.
