Elizabethtown Water Company Canal Road Treatment Plant

Elizabethtown Water Company was an investor-owned public utility. In 1992 it provided retail water service and fire protection to 46 communities in central New Jersey and wholesale water service to nine water systems adjacent to its retail service area. Management believed that the Company needed additional treatment plant capacity to serve a growing customer base and to meet new environmental standards. It had to decide how that facility should be funded and managed.
